ECONOMIC PROFILE:
It was on November 18, 1974 when the Sangguniang Panglunsod approved resolution no. 182 creating the Lipa City Water District, a move that dramatically brought changes to the city's water system. An organizational meeting of the Board of Directors was held on January 2, 1975 at La Cocina Conference Room attended by Engr. Benjamin Luna, Atty. Vicente R. Macasaet, Mr. Juanito Nario, Fr. Orlando Balatibat and Miss Luisa Mayo.

On July 1, 1975, the then incumbent City Public Works Supervisor- Engr. Domingo R. Semaña was officially appointed to head the agency as its General Manager and whose term lasted until January 14, 1994. On January 17 of the same year, Engr.Pablo T. Umali took over the position as General Manager, with his term ending on the 31st of December 1994. In January of the following year, Engr. Hermogenes succeeded Engr. Umali in managing the water district who until now is spearheading the District’s campaign to provide safe, potable and efficient water supply at the lowest possible price.

Each year, the district has displayed the same level of tenacity since its inception in 1974. Through its persistent growth, its name was changed to Metro Lipa Water District (MLWD) on September, 1998. Through the collaborative efforts of the Board of Directors, and the Management and the rank and file, MLWD was able to organize and improve the working efficiency of its workforce thus making it possible to realize the targets essential and necessary to remain viable.

From its initial operation with an approximately 360 service connections, the district now have a total of 51,231 service connection as of August,2010. This is on top of the current 192 deepwells and 78 water tanks being operated and maintained.

The District presently maintains 201 employees. It's Board of Directors is composed of Mr. Eduardo Segismundo as Chairman; Mr. Fernando L. Umali as Vice-Chairman; Mrs. Corazon D. Luz as Treasurer; Mr. Jose De Castro, and Engr. Domingo Semaña as members.

The MLWD management is headed by the General Manager, Engr. Hermogenes M. Ilagan assisted by Two Department Managers, Engr. Edgardo L. Orense of the Technical Services Department and Mrs. Nimfa L. Manigbas of the Administrative, Commercial and General Services Department. Under the Technical Services Department are the Planning and Design, Construction & Maintenance and Production Divisions while the other department is composed of the Administrative, Commercial and General Services divisions.

Metro Lipa Water District continuously strives to deliver adequate, potable and efficient water supply service to its concessionaires and constantly aims to extend its area of coverage to cope with the changing time and growing needs of the community it serves.
